New born and very young infants are being removed from their mothers on the basis of highly unevidenced assessments by social workers that their children will suffer from future harm including undefined emotional harm. These assessments are triggered by factors identified in the mother's previous or current lives including having been in care, having been suicidal or depressed, having been in an abusive relationship. There is no evidence to support the assessments of future harm and a lot of evidence to suggest that the care experience is indeed harmful to children who can expect to spend several years with different carers. Some will never be adopted and will remain in care, others will be adopted only after being significantly damaged by multiple moves in care, and loss of attachment. A recent ESRC study
