It is a widely known and historically admitted fact that the Tory whips control their MPs with the simultaneously benevolent/malevolent whip system: helping them get out of "scrapes" (previous whips have admitted some of these incidents involved small boys) and then using these transgressions to get them to toe tha party line. The contents of the Whip's safe will include evidence of criminal activity. However, they feel no obligation to pass this on the the police. Does the good of the party come before the good of the population? Are they above the law?
